This new measure, which aims to alleviate the strains of overcrowding and improve urban planning, is no doubt, offering a breath of fresh air to those affected by the city’s expansion. The order is seen as a crucial step towards creating a more organised and sustainable urban environment, addressing long-standing issues and paving the way for a better quality of life in Plateau.
Recently Plateau state governor Barr. Caleb Mutfwang took a bold step towards transforming the urban landscape with the signing of Executive Order 003.
Plateau State Governor Barr. Caleb Mutfwang recently signed Executive Order 003; a transformative measure aimed at addressing chaotic urban development within the Greater Jos Master Plan. This legislation seeks to regulate construction practices, curb unauthorized trading, and alleviate traffic congestion.
In addition to addressing chaotic urban development and curbing unauthorised roadside trading and traffic congestion, Executive Order 003 introduces rigorous measures to regulate building constructions and protect public infrastructure. This is largely because, the Plateau state government recognises the fact that urban renewal is crucial but often meets resistance due to concerns about disruptions and misunderstandings.
Governor Caleb Mutfwang explained that the order will among other things impose fines for unauthorised construction, regulates trading activities, and tackle illegal parking to prevent Jos from becoming an unmanageable sprawl prone to crime and disorder.
Despite its potential to enhance urban orderliness, the enforcement has faced criticism and resistance, particularly in light of economic concerns and recent tragedies, including a fatal building collapse. While some view the reforms as a bold and necessary step for sustainable development, others call for more refined policies and practices to ensure safety and effective urban management.
Governor Mutfwang remains committed to fostering a well-organized environment conducive to investment and progress, urging all stakeholders to support these efforts.
LEADERSHIP Weekend highlights the tragic events in Bukuru, where recent congestion and urban reform faced severe challenges, including resistance from criminal elements opposed to the changes by the government Taskforce. The enforcement of Executive Order 003 was marked by a devastating incident: the collapse of a two-story building at All Saints Academy in Busa Buji, which tragically claimed the lives of 22 students and left over 100 others trapped in the rubble.
In the light of these events, critics argued that the reforms are not only timely but also indicative of Governor Caleb Mutfwang’s proactive approach to governance. They viewed the order as a crucial step towards creating a more orderly and sustainable urban environment in Plateau State. Today, the governor’s efforts are seen by many as a commitment to transforming the state’s cities into well-organise hubs that effectively serve both residents and businesses, aiming to leave a lasting legacy of progress and prosperity for future generations.
Spealing in an interview with LEADERSHIP Weekend, the immediate past President of the Nigerian Institute of Building (NIOB), Prof. Yohana Izam, praised Governor Caleb Mutfwang for his proactive stance through Executive Order 003. He urged the state government to enhance policies and monitoring to prevent building collapses, suggesting that more comprehensive legislation is needed for effective construction practices.
Our correspondent, observed that the Executive Order has introduced much-needed order to previously chaotic areas, including Terminus Roundabout and Old Airport Road. The Jos Metropolitan Development Board (JMDB) has also begun issuing demolition notices to buildings failing integrity tests, aiming to deter further violations.
Residents like Mr. Yohana David and Malam Ademu Usman have welcomed the improved urban order and eased traffic conditions. Governor Mutfwang has also initiated a Technical Committee to address the risks of collapse in school buildings, emphasising his commitment to safety and sustainable urban development
Investigations revealed that the Jos Metropolitan Development Board (JMDB) is now issuing demolition notices to owners of buildings failing integrity tests, aiming to deter further violations. Residents Mr. Yohana David and Malam Ademu Usman praised Governor Caleb Mutfwang for his efforts to decongest crowded business areas, noting improvements in traffic flow and ease of movement.
Governor Mutfwang, during the inauguration of a Technical Committee to address building collapses, highlighted that about 12 school buildings are at risk. He reiterated his commitment to ensuring building safety and creating a favorable environment for investment, tourism, and sustainable development. Mutfwang urged all stakeholders, including community leaders, traders, and security agencies, to collaborate with the state government to support and sustain these reforms.
