According to Eurosport, German referee Felix Zwayer awarded a penalty in the 16th minute after Harry Kane was fouled by Denzel Dumfries.

After a VAR review, Zwayer confirmed the penalty, and the Bayern Munich forward expertly converted it to equalise for England following Xavi Simons' earlier goal for the Netherlands.
Why England were awarded penalty
Earlier, Legit.ng reported that Virgil Van Dijk bore visible feelings of anger that he had been robbed after England were awarded a controversial penalty against the Netherlands in the Euro 2024 semis.
Harry Kane's attempted shot sailed over the bar, but Denzel Dumfries caught him on the follow-through after he had released the ball.
Per the FIFA rule, it was alleged that Dumfries played in a dangerous manner that could cause injury to the opposing player as he went for the challenge with Kane.
